In this episode of the Top Dog Podcast, Megan Winters, Director of Shelter Operations at Harbor Humane Society, discusses how animal welfare has evolved from simply sheltering animals to becoming a community-centered resource focused on supporting both pets and their people.
After starting her career as a dog groomer and later discovering a passion for sheltering, Megan found her calling in animal welfare. Over the past decade, she has helped Harbor Humane Society embrace progressive programs that prioritize prevention, accessibility, and the human-animal bond.
“The human-animal bond is so important, and that should be accessible for everyone.”
One of the biggest takeaways from this episode is the importance of meeting people where they are. Megan believes shelters should focus less on judging pet owners and more on helping them succeed through education, resources, and support.
“That’s what we’re supposed to be here for. Is a resource so that we can support people where they’re at.”
Harbor Humane Society has developed programs including low-cost vaccine clinics, affordable spay and neuter services, pet food assistance, and intake diversion efforts designed to keep animals with their families whenever possible.
“We don’t want your animal.”
Megan also discusses the importance of supporting shelter staff and addressing compassion fatigue. She believes organizations must invest in their people if they want to create sustainable outcomes for animals.
“We need to support people and make sure people keep their humanity and their compassion.”
Transparency, collaboration, and a commitment to avoiding reactionary policies have helped Harbor Humane Society build trust both internally and within the community.
“Don’t make the exception the rule.”
At its core, this episode is about creating an animal welfare system that focuses on solutions, compassion, and accessibility rather than judgment.
This message is especially important for Dooberteers, fosters, volunteers, and animal welfare professionals. When organizations prioritize people and pets together, they create stronger communities and better outcomes for everyone.
