In this episode of the Top Dog Podcast, Finnegan Dowling, Senior Manager of Shelter Programs at Mutual Rescue, shares how an unexpected volunteer opportunity at age 17 sparked a lifelong career in animal welfare. After nearly failing her first year of college because she procrastinated on a volunteer requirement, Finnegan found herself at a local animal shelter. What started as a last-minute assignment quickly became a lifelong passion, leading her to work in nearly every frontline role in sheltering before joining Mutual Rescue.
“I fell completely in love with the shelter.”
One of the biggest takeaways from this episode is that collaboration creates greater impact than competition. Rather than building another shelter, Mutual Rescue develops free tools and programs that any organization can use—from Doggie Day Out toolkits to multilingual educational resources that help shelters better serve diverse communities.
“Our goal is to elevate all of animal welfare.”
Finnegan also discusses the importance of making shelters more accessible. One of her proudest accomplishments is helping create free Spanish-language resources that any shelter can customize and distribute, ensuring more families have access to accurate, compassionate information about pet care.

As a leader, Finnegan believes the best ideas often come from the people working directly with animals and the public. She encourages organizations to listen to their frontline teams, invest in their growth, and create pathways for talented staff to become future leaders.
